Uncorrected distance vision with a high minus eye prescription is extremely blurry. It may even be impossible to see the eye chart itself, not even the "big E".
In the case of a high plus, if the child is quite young they can accommodate over the error and still see. Here is a website that tries to illustrate what visual acuity is at various prescription levels. You just enter the prescription and it will show you.

We conducted a Vision Clinic last week in Kansas City.   I have some children who have either a -7.75 or +8.75 with high cylinders on the negative side.    Can you describe to me what these children see today without any glasses?  I am not a doctor but wanted to understand more before I deliver these glasses tomorrow.

Thank you,
